This position is located in the Human Resources Division, Office of the Executive Director, Bureau of Administration, Department of State (A/EX/HRD). The Office of the Executive Director is a joint office that provides services to the Bureau of Administration (A) and Bureau of Information Resource Management (IRM).
Duties
Provides essential program management and FS HR support to bureau clients in A and IRM in the following areas: FS assignments, staffing and recruitment; performance evaluation; position management and classification; HR consultation.
Provides administrative and technical guidance to all levels of bureau management on a broad range of Foreign Service assignment, staffing, position management, performance evaluation, and management matters to ensure all regulations are followed.
Maintains continuing liaison with various Bureau of Human Resources offices and other Department functional bureaus to represent the Executive Office for A and IRM in the performance evaluation, assignment, and staffing process.
Identifies and develops innovative solutions to resolve any FS assignments-related problems encountered during the FS bidding season.
Plans and carries out a variety of HR special projects and assignments as directed by the supervisor and bureau executive director. Ensures the Office of the Executive Director is kept informed of new HR regulations, policies, and procedures.

Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using qualitative and/or quantitative methods to assess program effectiveness and provide recommendations.
Experience developing metrics to assess program effectiveness and providing solutions to meet the high customer service standards promoted by the A-IRM Executive Office.
Experience utilizing HR laws, regulations, policies, methods, and practices pertaining to the Foreign Service system to provide guidance on Foreign Service HR issues.
Experience making recommendations for policy changes to improve operations and the effectiveness and efficiency of the bureaus’ Foreign Service human resources program.
There is no substitute of education for specialized experience for the GS-12 position.
