This position is located in the Office of Human Resources Management, Executive Resources Management Division. The incumbent is responsible for providing Human Resources operational services for executive positions across USDA.
Duties
Provides comprehensive advice and assistance to executives, managers, and supervisors and employees on Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Senior Science and Technology (SSTA), Schedule C. etc.
Keeps abreast of new developments and regulatory guidance from higher authorities.
Works with appropriate officials as required in the formulation of overall recruitment and placement programs, both for immediate and long- range needs.
Makes final suitability determinations based on review of applicant background, pre-employment checks, results of investigations and medical evidence.
Analyzes labor market conditions, difficulties in recruiting, use of recruitment incentives, etc., to recommend the best recruitment strategy.
Assures special employment needs are met under various programs, i.e., employment of the disabled, student employment VRA, Intergovernmental Personnel Act (IPA), consultants, and underrepresented groups.
Prepares recruitment materials, including job analyses, job questions, job opportunity announcements (JOAs), certificates, etc.
Participates in responding to and gathering information for EEO cases that require the provision of complex staffing and pay-related information.
Prepares up-to-date status reports regarding recruitment and placement actions.
These duties are described at the full performance level GS-13, the GS-12 is developmental leading to such performance.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-12:
One year of specialized experience at or equivalent to the GS-11, or its non-Federal equivalent that included (1) Analyzing and interpreting the laws, policies and processes related to executive resources; (2) Conducting staffing and recruitment activities for career SES, SL and ST positions; (3) Providing consultative services and advice to managers, employees and applicants regarding executive resources and assisting the Executive Resource Board to ensure compliance with Merit System Principles and (4) Reviewing and preparing executive core qualification packages for Qualifications Review Board (QRB) approval.
GS-13:
One year of specialized experience at or equivalent to the GS-12, or its non-Federal equivalent that included (1) Analyzing and interpreting the laws, policies and processes related to executive resources management; (2) Conducting the full life cycle staffing and recruitment activities for career SES, SL and ST positions; (3) Independently providing consultative services and advice to managers, employees and applicants regarding executive resource management to ensure compliance of Merit System Principles; (4) Preparing executive core qualification packages for Qualifications Review Board (QRB) approval and (5) Providing analyses and advice to candidates regarding their executive core qualifications prior to submission to the Office of Personnel Management (OPM).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
