This position serves as an Administrative Officer (AO) of Quality, Safety & Value (QSV) at the New Mexico VA Health Care System in Albuquerque, NM. The position is responsible for managing and coordinating the operations of the QSV section. These administrative duties include human resource functions, fiscal and budget related functions, project management and supporting performance improvement and accreditation activities.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Serves as a management analyst in providing administrative supervision for all planning, directing, organizing, coordinating, implementing, and evaluating the overall administrative procedures of the QSV section. Serves as a consultant/resource person for all QSV employees, providing advice and counseling. Assesses and evaluates the administrative supervisory activities of QSV section. Assures QSV section operations run smoothly and assures maximum efficiency and effectiveness in utilization of clinical personnel, space, supplies and other resources. Establishes procedures throughout the QSV section to collect appropriate data to track qualitative and quantitative performance assessment, extract useful and necessary information, and provides analysis of the data to then prepare/supervise preparation of appropriate reports and proposals. Develops and implements a QSV section Emergency Preparedness Plan (Disaster Plan) in compliance with pertinent directives and other requirements. Communicates directly with Veterans and their family members who have questions or comments about the section or about the healthcare system, potentially including both compliments and complaints. Ensures administrative support is available to support the Chief, QSV and the various QSV functions including continuous readiness, patient safety, risk management, peer review and all performance measurement and review activities. Coordinates schedules and approves leave to ensure appropriate coverage. Directs the personnel management program for the QSV Section, performing or overseeing the full range of human resources requirements. Perform other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of a Supervisory Administrative Specialist GS-11. Specialized experience includes: managing ad coordinating operations of the service; providing administrative supervision for all planning, directing, organizing, and implementing administrative procedures; collecting and tracking qualitative and quantitative data; preparing reports and proposals; supervising administrative and support staff; coordinating schedules and approving leave; developing and explaining performance standards; and performing or overseeing the full range of human resources requirements NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- EDUCATION: Have successfully completed a related Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. Education cannot be credited without documentation. -OR- COMBINATION: Have an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position and must have been obtained from an accredited college or university. NOTE: Your experience must be documented in your resume and transcripts are required. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Much of the work is at a desk but some walking to attend meetings or deliver materials might be required. The incumbent is expected to interact with people throughout the day.
