This Accounting Technician position is located in the Fiscal Service of VA Boston Healthcare Systems located at the West Roxbury, MA campus. This position is a full-time at 40 hours per week.
Duties
Duties include, but not limited too:
Responsible for the performance of all duties relating to advance payment and accountability of funds entrusted to their care.
Reviews and explains billing statement to patients where statements do not itemize or describe the charges.
Receives and properly accounts for many different types of collections, including but not limited to funds for deposit to patients' accounts, reimbursement for hospitalization, refunds for benefit overpayments, salary overpayments, guest meal collections, etc.; The collections are varied and complex in nature, such as Patient Funds, Beneficiary Travel, Indebtedness, travel voucher, etc; Funds are receipted on pre-numbered Field Service Receipts by assigning the proper accounting classification for each type of payment; These receipts are also accountable forms and must be safeguarded at all times, reporting any discrepancies upon discovery.
Collects advanced funds from the Agent Cashier to make cash disbursements.
Types of disbursements are many and varied and are made on behalf of the Veterans Affairs Department;Each disbursement is an individual responsibility and not a ministerial act, but is one to be performed or not, according to incumbents' judgment.
Audits payment documents received from vendors, employees, Patient Funds, deposits. Forwards invoices to service that require certification. Reviews records to determine accuracy of costing, timeliness of reconciliations.
Examines credit memos and reclaims from vendors to determine appropriateness.
Ensures proper accounting procedures are enforced to accurately record financial transactions.
Actively directs and performs research of current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available.
Performs duties in support of agency financial systems such as entry of financial data into automated systems.
Performs clerical, assistant, or technician level work in support of a budget, accounting, auditing, payroll, fiscal, and/or financial management function.
Performs financial systems support, payroll, cash processing or accounting technician work.
Participates in special studies and analyses affecting financial operations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Handling cash and Accounting processes.
Preferred Experience: High School Diploma and some accounting college courses.

Physical Requirements: The physical requirements are of a normal business office environment. Periodic visits and trips between the Medical Center and Outpatient Clinic is required.
Work Environment: Work is performed in an office setting.
