Duties

You will support a Contract Specialist in the administration of construction contracts and task Orders. You will apply technical knowledge and sound judgment to assist in the resolution of encountered field issues, problems or conflicts. You will work closely with the assigned NAVFAC construction Manager and Contractor’s site safety and health officer to review and enforce the management of the contractor’s safety program to assure adherence to contract requirements. You will provide coordination of the construction quality management program for assigned projects. You will evaluate and assure the QC efforts of the construction contractor.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Preparing drawings, specifications and cost estimates for technical contract documents;2) Using estimating handbooks software and engineering performance standards to create detailed material and labor cost estimates;3) Advising customers on scope of work and conditions under which work will be performed during acquisition planning conferences.
