You will serve as a CONTRACT SPECIALIST in the Naval Facilities Engineering Command (NAVFAC) of NAVAL FAC ENGINEERING CMD WASH.

Duties
You will administer orders or contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms and conditions or resolve issues impacting contract performance.
You will create documents, pertinent justifications, determinations or findings in contractual awards.
You will evaluate contract programs using established standards and criteria to measure program effectiveness.
You will develop and present training to the contracting workforce to introduce regulatory and local policy changes.
You will assign work to junior employees based on priorities, difficulty of assignments, or the capabilities of employees.
You will analyze cost data for pre-award and post-award procurement activities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising and/or leading a team of contract specialists in executing a full range of multidisciplinary engineering/construction responsibilities and services contracts; 2) Serving as a Sole Selection Board member, evaluating contractor past performance, price experience and technical ability; 3) Evaluating contractor's cost estimating and accounting systems and identifies factors affecting contractor's cost using historical statistical cos date, reports from auditors or technical specialties, and contract cost breakdowns regarding labor, materials, overhead and profit; 4) Evaluating audit reports,regulations, and other relevant material as a basis for formulating guidelines, implementing new developments, and providing policy interpretations to subordinate contracting activities; 5) Maintaining contracting programs in accordance with standing regulations; 6) Utilizing eContracts and other computer programs and software i.e. MS Office and Teams; and 7) Administering Federal Acquisition Knowledge with an emphasis on AE, construction, and services contracts. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
Have a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
A current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000.
A current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.
