The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment. Duties

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Division of Regulatory Support, in Washington, DC. At the full performance level (GS-14) the major duties of this position include but are not limited to the following: Coordinates the development of issue papers to identify rulemaking requirements and outline initial policy options for OSMRE senior management. Develops work plans and schedules for developing rules and supporting documents, such as cost/benefit analyses, regulatory flexibility analysis, and National Environmental Policy Act (NEPA) documentation. Prior to Director's signature, reviews all OSMRE regulatory proposals to determine degree of adherence to precedents and decisions and conformance to appropriate Federal law. Anticipates challenges of various affected groups on legal grounds and recommends appropriate modifications, if any. Ensures the Director and other OSMRE officials are briefed on probable reactions, alternatives, conflicting interpretations, and policy options. Exercises lead responsibility for regulatory rulemaking. This includes identifying issues through review of existing court and policy decisions and canvassing directorates to determine regulatory needs, identifying technical requirements for regulatory development, and coordinating with OSMRE components to provide appropriate regulatory program support. Selects and makes assignments to team members; develops plans of action and milestones for accomplishing rulemaking goals; schedules meetings, conferences, and briefings; provides administrative guidance and policy direction to team members; coordinates a number of distinct, concurrent efforts; coordinates review process; reviews and reports on team members' performance of their permanent supervisor. Salary Information: GS-14: $132,368 - $172,075 per year. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Applying analytical, evaluative methodologies while conducting state or federal rulemaking activities taking into account stakeholder interests; AND Identifying and resolving complex regulatory issues where there are often conflicting aims and requirements of a variety of stakeholders, and presenting clear and authoritative recommendations; AND Leading or managing multidisciplinary teams, providing clear direction (objectives and goals), instilling motivation, and building team consensus. Must meet all.
