The primary purpose of this position is to serve as focal point over an Integrated Product Team of subject matter experts with total responsibility for development and implementation of new depot workloads, implementation agreements, and repair development.
Duties
1. Plans, organizes and distributes tasks among the Maintenance Activation Planning Team (MAPT) assigned to depot workload activation, partnering agreements, and the redesign of depot maintenance operations.
2. Maintains program and administrative reference materials, project files, and relevant background documents to make viable policies, procedures and written instructions while maintaining current knowledge to answer questions from team members.
3. Applies advanced logistic management technique to structure the business plan to integrate new workload.
4.Represents the organization at executive levels within the government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes overseeing organizational logistics supply chain strategic planning on a wide diversity of organizations in order to project depot capabilities through various methods to ensure complex-level guidance is given in order to plan, manage, and coordinate logistic support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of complex wide depot maintenance programs, processes, requirements and infrastructure.
2. Knowledge of advance logistic management techniques along with the ability to develop and execute multiple projects simultaneously.
3. Ability to plan, organize, and negotiate effectively with senior level management officials where proposals involve significant resources, and require changes to established concepts and procedures.
4. Knowledge of financial goals and objectives, the sequences and timing of budget activities and the methods of evaluating the effectiveness of financial support activities.
5. Thorough knowledge of procedures for tracking performance.
6. Knowledge of major issues, program goals, and objectives, work processes and administrative operations of various maintenance organizations.
7. Skill in interpreting, applying, and adapting broad policy statements, regulations, other guidelines and in developing procedures where precedent exist.
8. Skill in conducting studies, investigations, and problem analysis, summarizing results and in developing logical and well documented recommendations.
9. Knowledge of standard safety and health practices and established policies and procedures.
10. Knowledge of established quality principles and objectives.
11. Ability to communicate effectively both orally and in writing, clearly, concisely and with technical accuracy, and maintain good working relations with all individuals and organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
