OMB's International Affairs Division (IAD) is responsible for a wide range of international affairs Departments and Agencies and foreign policy issues. The Division has policy, budgetary, and management oversight responsibility for the Department of State, the U.S. Agency for International Development (USAID), the international affairs work of the Treasury Department (including U.S. contributions to international financial institutions), the Millennium Challenge Corporation, the Peace Corps.
Duties
As a Program Examiner, GS-0301-14/15, your typical work assignments may include the following:
The incumbent reports directly to and advises the Deputy Associate Director on the International Affairs Budget.
The incumbent leads the coordination of all budget formulation, legislative analysis, and management improvement activities focused on U.S. International Programs, including those of the Department of State, the U.S. Agency for International Development, U.S. Agency for Global Media; U.S. Institute of Peace and other Departments and Agencies.
The incumbent serves as the scorekeper for the International Affairs Division and quickly reviews voluminous appropriations bills.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Preparing materials for review and presentation of submitted Budget to Senior Officials; 2) Leading negotiations on policy issues; AND 3) International budget affairs.
You may qualify at the GS- 15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Preparing materials for review and presentation of submitted Budget to Senior Officials; 2) Leading negotiations on policy issues; 3) International budget affairs; AND 4) Resolving major international policy issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
