The VA Long Beach HCS is hiring one (1) Supervisory Program Analyst to serve for a 120 day detail as the supervisor for the Construction Management Group (CMG) under the supervision of the Chief, Projects and Construction Management (P&CM). The incumbent will develop, implement, monitor and closeout of projects/programs with significant scope or complexity related to facility construction projects. Duties

The incumbent is responsible for the development, implementation of projects/programs with significant scope or complexity related to facility improvement/upgrades (Minor, Non-Recurring Maintenance, Clinical Specialty Initiative and station level projects). The position requires a strong project management background; applies knowledge of methods, practices and processes necessary for the accomplishment of projects. The incumbent is assigned work in general terms of overall objectives, results desired at the guidance and direction of the Chief of Projects & Construction Management. As the Supervisor to 5 GS-12 Program Analysts, the incumbent serves their team to assist them in the accomplishment of multiple project related tasks, including but not limited to: Project manager, responsible for the overall management, control, coordination and execution of assigned construction programs and projects. Resolves execution conflicts, coordinates project work that impacts hospital operations that through direct coordination with all hospital services to mitigate risk and integrate facility staff support as required oversight of projects that require unique approaches and constant adjustment to environmental conditions. Identifies strategies to resolve problems related to their assigned programs/projects. Coordinates and helps the contracting officer in negotiations during project modifications. Initiative and resourcefulness is required to ensure projects stay within budget, on schedule, and meets all performance requirements. Controls and manages project milestones and budgets from initial studies through construction and activation operations. Allocates project funds to contractor, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate. Consults with the general contractor to resolve difficult and complex unforeseen problems and latent conditions developing during construction.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: In addition tomeeting the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Program management in the areas of e.g., construction, engineering, design, activations of capital projects, administrative, communication, problem solving and analytic skills. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, construction site, or comparable work area.
