This National Guard position is for a STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER - TITLE 5, Position Description Number PDT5403P01 and is part of the KY CFMO, National Guard.
Duties
As a STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER - TITLE 5, GS-0301-14, you will serve as principal advisor to the Adjutant General, and Chief of Joint Staff on all aspects of State ARNG construction, facilities management, environmental, and other associated programs. Utilize knowledge of management and organizational principles and practices in directing program planning, development, administration, coordination, execution, and quality control of the programs. Appraise the utilization of resources, including manpower and funding, in accomplishing state/installation objectives and goals while complying with applicable laws and regulations. Maintain contacts with other agencies, US Senators and their staff, US Congressional representatives and their staff, the Governor and their staff, program officials and corporate officers, and personnel with NGB, Department of Army and Department of Defense. Establish local program policies and procedures, internal program controls, and ensure compliance with federal, state, and local law, ARNG policies, procedures and guidelines, and professional engineering and construction codes. Develop plans considering operational trends, forecasting requirements, and source allocation of funds, manpower, equipment, and material. Direct program activities through a subordinate supervisory staff and a diverse work force. Perform or direct performance of the following programs/activities: Architectural & Engineering Activities, Military Construction Program, Operations and Maintenance Facilities Program, Environmental Program, and other activities as dictated by the organization needs. Provide oversight of program/project contracts from preparation, to award, through close-out. Manage statewide ARNG real estate and advise the Adjutant General on purchase, leased, and/or donated site acquisitions, needed disposals and associated activities. Prepare budget requirements and funding justifications for each program and submit budget requests to state and NGB officials. Develop, integrate, and manage complex software systems to execute mission requirements while tracking and forecasting budgetary, resource management, real property, and project management reports to National Guard Bureau, the Army, the USPFO, and the State. Manage other state ARNG programs and projects, such as Intrusion Detection Systems operation and maintenance, provision of facilities physical security, and/or energy conservation. Perform other duties as assigned.

Qualifications
SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-12) or equivalent level of responsibility that demonstrates experience in project management and knowledge related to engineering and/or construction. Experience directly related to the development, implementation, management, and direction of the Real Property, Construction, Facilities Management, and Environmental programs for the Army National Guard (ARNG). Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
