The purpose of the position is to coordinate the activities of clinical, technical and support staff in the development, development, deployment, and oversight of telehealth programs, projects or studies based on project evaluations, knowledge of related guidelines, research coordination projects, and new developments in the field. This position facilitates and coordinates improved Veterans Health outcomes effectively and efficiently through CVT, CCHT, and SF Telehealth options.

Duties

The purpose of the position is to coordinate the activities of clinical, technical and support staff in the development, development, deployment, and oversight of telehealth programs, projects or studies based on project evaluations, knowledge of related guidelines, research coordination projects, and new developments in the field. This position facilitates and coordinates improved Veterans Health outcomes effectively and efficiently through CVT, CCHT, and SF Telehealth options. The core duties of this position include but are not limited to: Serves and or represents the facility on Network telehealth groups, including the VISN Telehealth Council. Cooperating with the VISN Rural Health Planner and the Telehealth VISN Manager, incumbent engages in outreach planning and activities, including work with potential non-VA Community partners in an effort to improve access to rural and highly rural Veterans to health care services via telehealth initiatives and programming. Establishes guiding processes, principles, and policies for the development and implementation of patient and family centric CCT programs at the facility, and for the operation, management, and oversight of OTS Programs. Advocates for OTS programs needs at the facility and brings matters requiring higher level intervention to the attention of medical center leadership. Facilitates communication across care lines and facilitates to achieve maximum fulfillment of OTS program goals and objectives. In collaboration with the VISN Telehealth Office, incumbent maintains linkages and effective communications with the Office of Telehealth Services (OTS), national training centers for CVT, CCSF, and CCHT to ensure optimal care coordination telehealth educational opportunities for facility staff. Assures that there is an orientation for all new employees that include information and necessary training appropriate to program responsibilities. Develops policies and protocols for delivery of telehealth applications. Develops, tracks, and disseminates outcome measures as appropriate, including clinical data, patient record reviews, travel costs, appointment wait times, and Veteran/Staff satisfaction surveys, and others as appropriate. Identifies alternate partnerships and funding sources for expansion of telehealth. Develops, implements, and maintains processes and mechanisms for scheduling telehealth clinic resources. Ensures that all telehealth clinics are authorized, use proper DSS coding and are named in accordance with and compliances with network clinic telehealth naming conventions. Develops and processes and annual OTS program budget in coordination with facility leadership and the VISN OTS program office. Identifies alternate partnerships and funding sources for expansion of telehealth. Provides leadership in evaluation and implementation of new clinical telehealth technologies. Activities stays abreast of professional and technical development in the telehealth field and of current research on value of new technological approaches in clinical care and communicates relevant information to all involved parties. Requires knowledge of a wide range of concepts, principles, and practices in the telehealth area to support the organizations telehealth program, to develop policies, procedures, and criteria for the administration of the telehealth program and to implement data collection, monitoring, and reporting. Ability to communicate both orally and in writing to makes presentations, explain recommendations, represents the agency and assigned program areas, provides guidance, and advises program/clinic administrators, responds to inquiries and prepares reports. Requires the ability to evaluate, select, and adapt precedents to meet healthcare access needs via telehealth applications and apply standard practices of other fields and disciplines as they relate to telehealth. Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a wide range of concepts, principles, and practices in the telehealth area to support the organization's telehealth program and to implement data collection, monitoring, and reporting; uses skills in applying knowledge to the development of new methods, approaches, or procedures in the coordination of telehealth projects and programs within the facility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation OR, Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Preferred Experience: A minimum of 2 years of experience in Telehealth within VHA. Physical Requirements: For the most part, the work is sedentary. Typically the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, carrying necessary supplies, charts, and or materials, pushing rolling telehealth equipment. The work requires the ability to type and work at a computer. No special physical demands are required to perform the work. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, Facility/GSS vehicles. The work area is adequately lighted, heated, and ventilated.
