The Health Systems Specialist (Strategic Planner) is located in the Office of the Associate Director (AD) at Lexington VA Healthcare System (LVAHCS). The Strategic Planner is responsible for all strategic planning, Capital Assets Realignment, community-based outpatient clinics (CBOCs) planning and business planning associated with program development and expansion initiatives.

Duties

The incumbent is involved in developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, information and documentation systems, and/or similar functions of management. The incumbent coordinates population-based studies involving data collection and analysis, statistical forecasting and related methodologies, and special projects for the healthcare system AD and Executive Leadership Team (ELT) involving healthcare system - specific or network - wide initiatives. As the Strategic Planner for the facility and all associated sites of care, the incumbent coordinates the Healthcare System Planning Cycle which involves: Assisting senior leadership in developing planning assumptions and drivers; Developing a Healthcare System Operating Plan overview to guide Healthcare System services in developing their strategic plans; Integrating service plans into the Healthcare System Plan; Monitoring the implementation of the Healthcare System Plan; Chairing the Healthcare System Strategic Planning Board; Chairing the Space & Activation Committee; Planning and organizing the quarterly healthcare system strategic planning summits; and Entering all plans into the Health Systems Planning Application and the Strategic Capital Investment Program (SCIP); The incumbent provides input and implements a healthcare system market plan that supports Quality health care delivery, improves access to Veterans' health care services, and guides future capital investments. The incumbent is responsible for completing data requirements to identify gaps in markets requiring planning initiatives (PIs) based on standardized methodology, including the use of the Health Systems Planning Application and SCIP framework. The incumbent submits completed market plans with PIs to VISN and VACO within established time frames. The incumbent is responsible for independently analyzing appropriate information and disseminating new directives and instructional materials received from VACO, VISN and other offices outside of the VA that affect the strategic plan or direction of LVAHCS. The incumbent is responsible for performing the following duties: Coordinates, implements, and oversees the ongoing implementation of national guidance and directives into healthcare system plans; Coordinates, implements, and oversees the ongoing development of the healthcare system and strategic plans; Oversee the activation of all renovated and/or constructed space, to include oversight of the activation timelines and task-group activities; Applies analytical and evaluative techniques to issues concerning the efficiency and effectiveness of health care system operations within the healthcare system; Performs detailed analyses of complex functions and work processes related to the healthcare system; Completes qualitative and quantitative studies including financial reports and cost effectiveness analyses; Drafts comprehensive reports, studies, business plans, and presentations for the healthcare system's senior management; Establishes project goals and objectives and provides findings and recommendations to senior executives; Overseas the preparation of Business Plans for activation of CBOCs. These plans are submitted to VISN 9 office, Central Office, and Congress for review and approval; Identifies short and long-term planning parameters required to accommodate existing and future health care demands; Coordinates project design and activation meetings with healthcare system management, LVAHCS staff and external community stakeholders; and Responsible for healthcare system strategic and healthcare system planning projects/initiatives. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT: 1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR 2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below. GS-13 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Conducting statistical analysis on data to identify patterns/trends and variances. Collecting and analyzing medical information for external abstractors. Developing operational protocols, procedures, and methods for assessing and evaluating the effectiveness of operating programs in meeting goals and objectives. Analyzing health service delivery gaps based on the needs of veteran population and application of the capital asset planning process. Examining policy issues and strategic planning with a long-term perspective. Determining objectives, setting priorities, and anticipating potential threats or opportunities. Physical Requirements: Work is mainly sedentary. Traveling off station to various meetings is necessary and working overtime and odd hours, to include weekends may be necessary.
