DCSA is looking for a Supervisory Security Specialist that will engage in policy development and agency implementation of the personnel security program in accordance with established policies. This position represents the DCSA Security Office in all matters regarding implementation and execution of personnel security functions. Consider DCSA, come join the Gatekeeper Team!

Duties

As a SUPERVISORY SECURITY SPECIALIST you will be responsible for the following duties: - Responsible for the implementation of the DCSA personnel security program for those who hold national security positions, ensuring accuracy, accountability and maintenance of all DCSA eligibility for access determinations - Oversees the planning, direction and execution of the personnel security program for DCSA Headquarters, as well as its field activities and components. - Determines issuance/denial of interim security clearances based on appropriate investigative/adjudicative data. - Manages all derogatory/adverse information cases involving DCSA personnel in process for a personnel security clearance. - Plans and coordinates programs for providing technical advice and assistance to DCSA Director of Security and Chief of Security in the area of personnel security planning.

  • Incumbent is required to attain the Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) within two (2) years of entry on duty.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Extensive on the job experience demonstrating expert knowledge of personnel security; Demonstrated proficiency in change management; introducing change to senior officials and identifying and implementing best management practices as they apply to the agency mission; Experience and ability to formulate, organize, oversee and execute a personnel security program and associated policies and procedures; Skill at building coalitions and consensus when faced with difficult and complex program planning issues and problems. Specifically you will be evaluated on the following competencies: Personnel Security - Applies personnel security principles and methods to process initial clearances, periodic reinvestigations, and clearance upgrades/downgrades, and to complete the adjudication and appeals processes. Evaluates internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyzes and reports on clearance and appeals findings to senior security officials and makes appropriate notifications. Security Program Management Accountabilities - Manages security implications (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Interpersonal Skills - Develops and maintains effective working relationships, especially in difficult situations. Engages and inspires others. Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different audiences/ situations/cultures. Actively solicits feedback. Exemplifies professionalism, tact and empathy. Builds trust and commitment.
