Duties

The primary purpose of the position is to provide development, coordination and analyzing/monitoring of Medicine Subspecialty patient delivery services and programs. The duties will include (but will not be limited to) coordination and development of contracts, surveys and reports, performance improvement activities including the development and implementation of action plans, continuous monitoring the efficiency of medical services, policy development, budget and financial management, procurement and contracting, statistical and numerous other administrative functions. Clinical Administrative Specialist for Specialty Care services, the incumbent is responsible for the independent performance of specialized and complex administrative duties as delegated by executive management involving a wide variety of problems or situations. including Human Resources related service line actions; leveraging HR Smart and MSS staffing resources; proficiency and e-performance for Title 5 and Tile 38 employees; working with Employee/Labor relations (ER/LR to coordinate and mitigate grievance, suspense and conflict management issues. The Clinical Administrative Specialist will serve as the major administrative advisor and will work together with the clinical and clerical staff to ensure quality in work and patient care delivery. Program development and analysis through the utilization of various automated and derived data bases for statistical analyses and making recommendations based on results; development of policies for adoption which provide enhanced access, quality and cost-effective health care, development of data bases for monitoring and tracking contract services to ensure the effective utilization of budgetary resources, interpretation and analysis of utilization management reports and subsequent, design and implementation of corrective measure; provision of administrative oversight for acute medical services and the development and presentation of briefings . In addition to a high degree of analytical ability, this position requires specialized knowledge of the basic principles and practices related to the management of health care delivery systems. The Clinical Administrative Specialist will utilize data to generate timely management reports through all sources such as VISTA, CPRS, Power BI, Pyramid Analytics, VSSC, ARC, OPES and MCAO. Provides advice and guidance to all supervisory levels on acute medicine administrative management principles, techniques and practices as well as technical advice on various administrative duties. Responsibility includes the authority to direct, train and evaluate personnel, adjust workloads, develop procedures for improving quality of work, and implement new methods and procedures, informs and trains employees on policies, procedures, and practices of management. Reviews, analyzes and interprets incoming requests, recommends and implements appropriate action. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the organization's program operation and reporting requirements. Receives and processes documents and reports in accordance with established procedures. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems of a procedural and/or factual nature. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. knowledge in a wide variety of computer and data management packages and VA databases including those such as Clinic Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, Access Glide Path, SAIL, SPARQ, SHEP, Pyramid, etc. Knowledge and skill in applying analytical and evaluative methods and techniques to detect, deliberate and resolve issues or problems with practices or policies. Knowledge and skill in the use of computer software equivalent to Microsoft Word, Excel, Power Point, Access, Outlook. Ability to manage day-to-day operations and triage/prioritize immediate needs, including troubleshooting a wide variety of issues on any given day. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education as described above. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station Government Owned Vehicle (GOV) or Privately Owned Vehicle (POV). The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
