This Supervisory Program Application Specialist position is organizationally aligned under Patient Administration Service for Edward Hines Jr VA Hospital System, a Level 1a Complexity VHA facility. This position serves as the integrator that coordinates business process and software functions and provides continuous business oversight for variety of software programs integral to overall administration and operations of the business and effects programmatic changes at the facility level.

Duties

Major duties, include, but are not limited to: Use System Redesign principles knowledge to coordinate data collection and analysis to determine organization performance. Conduct business process modeling, projects and studies which impact overall functions of services in such areas as, policy development and implementation, work methodology, processes, streamlining, etc. Establish administrative qualitative standards to improve programs, facilities, and operations. Plan initiatives for hardware and software needs for the service. Prepare and implement business contingency plans and determine physical and data security needs and facilitate improvements. Coordinate data collection and perform analysis to determine organizational performance and program effectiveness. Coordinate, plan, implement, and train staff for various information technology and service areas such as Admissions/Discharge/Transfer, Scheduling, Medical Record Tracking, Billing, Beneficiary Travel and Fee Basis. Control access to patient and medical records in compliance with Privacy Act and Cyber Security regulations. Provide training and troubleshooting for staff in business processes and associated supporting software. Develop and present formal lectures and on-the-job sessions. Develop staff performance standards and conduct performance evaluations. Carry out personnel functions and practices. Approve leave, establish work schedules, recommend employees for promotions, reassignments, and recognition of outstanding performance. Work Schedule: Monday through Friday, 7:30am to 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-11 Grade Requirements: Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Supervisory Program Applications Specialist position to be filled. Examples of specialized experience would typically include but are not limited to: Use qualitative and quantitative techniques to analyze and measure effectiveness, efficiency, and productivity of programs. Comprehensive knowledge of facility software programs and their interrelation to train staff, identify issues, identify software feasibility, and modify programs. Use management analysis techniques and methods to develop and refine information. Provide advice, guidance, recommendations on integration issues and develop workflow processes integrated with software solutions. Apply user acceptance testing principles, methods and approaches to test, debug and maintain software applications. Trouble-shooting software design and implementation. Retrieve, track and trend information for analysis and reporting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Preferred Experience: Supervisory Experience. Experience using VHA specific information technology programs such as VISTA, CPRS, and other computer packages. Experience retrieving and analyzing information from VHA data sources. You will be rated on the following Competencies for this position: Analysis and Problem Solving, Computer Skills, Flexibility, Organizational Awareness, and Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work of this position is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, reaching, kneeling and stooping. Reading from computer screen for prolonged periods (which may cause eye strain). Copious amount of data entry requires prolonged use of keyboard. Regular and recurring work of the position involves sitting at a desk, conference, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers and manuals. Stamina and concentration needed to meet crucial deadlines. Keen hearing and distinct speech are essential due to extensive use of the telephone as a means of communication. Working Environment: The work is generally performed in an office or meeting room setting. Work areas are adequately lighted, heated, and ventilated.
