This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Army Contracting Command 410th Contracting Support Brigade Office of Commander located at JBSA Fort Sam Houston, Texas.
Duties
Supervises and accomplishes numerous managerial tasks on sensitive items.
Oversees the formalization, approval and execution of command contracting policies.
Coordinates the preparation of technical studies concerning the contracting functional area.
Oversees the Government Purchase Card (GPC) program interpreting regulations.
Represents the command at meetings and conferences with representatives of higher headquarters and other commands.
Performs the full range of administrative and technical supervisory duties for the Equal Employment Opportunity (EEO) Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
- Must file financial statement.
- Commensurate with mission requirements, the incumbent can be required to work overtime.
- Position is designated as Emergency Essential (EE) to support the Command’s mobilization and wartime mission during periods of
increasing tension and mobilization. Incumbent must sign DD Form 2365.
- This is a Critical Acquisition Position. Unless specifically granted a waiver by the Dir of Acquisition Career Mgmt or Army Acquisition Exec, selectee must execute a written tenure agreement to remain in Federal svc in the position for 3 years.
- One supervisory year trial/probationary period may be required.

Basic Requirement for Supervisory Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: A copy of your transcript(s) documenting the basic requirement MUST be included with your application package. This transcript must state your name, college/university name, degree awarded/conferred, and date of such.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Leading a Contracting or Procurement office; 2) Reviewing solicitations, contracts, and procurement compliance reports to align with applicable policies, regulations, and statutes; 3) Performing pre-award and post award activities; AND 4) Training new personnel on contracting and procurement procedures.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education cannot be substituted for experience.
