You will serve as the ASBESTOS PROGRAM MANAGER in the PUBLIC WORKS DEPT. ANNAPOLIS of NAVAL FAC ENGINEERING CMD WASH.
Duties
You will support the Command mission of facilities maintenance and sustainability by planning for and implementing a Public Works Department-level asbestos program according to the Navy-wide Asbestos Program Management Manual corporate processes.
You will ensure all facilities work is completed in a safe, healthy, and regulatory and policy compliant manner.
You will perform monitoring and inspection of all asbestos affected processes, management controls, and projects.
You will collect and record program data and costs, using corporate authoritative data management systems.
You will interface with regulators and coordinate field inspections to complete facility maintenance projects.
You will advise management and staff on interpretation of facilities policies, procedures, and laws.
You will advise management in the development of solutions for facilities asbestos related challenges.
You will advise and ensure that PWD personnel who work with, or encounter asbestos are properly trained.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Procurement Integrity Certification may be required in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended.
Qualifications
TO QUALIFY FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding local, state, command, and federal regulations regarding asbestos; 2) Assisting with the asbestos sampling and survey results; 3) Properly managing, disposing, or abating asbestos within facilities. TO QUALIFY FOR THE GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using local, state, command, and federal regulations regarding asbestos; 2) Developing and executing asbestos related training (i.e. P-502, Asbestos Program Management); 3) Accounting for asbestos located within facilities; 4) Disseminating policy for oversight of asbestos related contract work and/or for government/in-house abatement activities; 5) Interpreting asbestos sampling and survey results and reviewing abatement and demolition plans; 6) Ensuring facility users are not at risk and that asbestos within facilities is properly managed, disposed, or abated. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
