Duties
You will provide guidance or assistance for non-facility related issues or complaints to the Public Works Department.
You will provide updates to management on all issues and work efforts being accomplished for the facilities assigned.
You will provide initial diagnosis of problems within their facilities or obtain assistance from other parts of the NAVFAC organization.
You will review funding request for work in the assigned AOR and actively manages the budget line for Supported Command.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participates in condition based maintenance inspections and assessments to ensure facility components and equipment are accurately updated in system (e.g. Maximo) and deficiencies identified; 2) Manages facility inventory in a maintenance management system (e.g. Maximo); 3) Assists and briefs Supported Commands on the Regional Engineer/ Public Works Department organizations and explains the process for requesting work, funding jobs, and related policies; 4) Aware of the status of all work occurring in their facilities and follows through on any items not being completed in a timely manner; 5) Monitors the emergency/service, recurring, minor/specific project, and contract expedites in assigned Supported Command's facilities, provides updates, and identifies when additional funds are required. Physical Demand: The majority of work will be performed under field conditions requiring frequent field surveys ascending ladders to rooftops, trusses, and other semi-precarious positions with exposure to moving equipment, electrical currents, or toxic fumes. Must be capable of traversing hills, swales and rough terrain and operating sedans, pickup trucks and vans. Travel out of the area may be required.
Work Environment: Work is performed in various surroundings including offices, waterfront area, airfields, industrial and residential facilities or construction and utility sites. Visits to certain locations may cause exposure to the normal hazards associated with construction work and industrial operations including confined spaces. The use of personal protective equipment such as safety glasses, hard hats, safety shoes, protective clothing, respirator, protective eyewear and earplugs is required in the performance of the work. Work involves the pressure of time and budget constraints.
Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Experience
General Experience (for GS-5 positions): Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
