This position is located in the Department of Homeland Security, Office of Strategy, Policy, and Plans, Washington, District of Columbia.
Duties
The primary purpose of this position is to support the Department's strategy and mission in the Western Hemisphere and actively engage with Canadian allies and U.S. partners to improve cooperation to counter terrorism and domestic violent extremism; secure and manage our air, land, and maritime borders; administer immigration and visa policy; enhance cyber and critical infrastructure security and resilience; combat crimes of exploitation and counter transnational crime, and secure facilitation of trade and travel.
Duties performed:
Prepares senior DHS officials for meetings involving foreign dignitaries or delegations, U.S. cabinet officers, and members of Congress.
Manages international activities and issues on behalf of the Department, including representing the Department as appropriate, in coordination with other Federal officials with responsibility for homeland security matters.
Advises management and colleagues on difficult problems, conducts analysis, and proposes options and alternatives.
Identifies and manages opportunities to pursue the Department's homeland security agenda in the region, whether through information exchange, policy initiatives, seminars, exercises, or other activities ensuring the utilization of best practices.
Plans, directs, and manages homeland security policies, projects, and engagements with Canada and other partner countries.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Coordinating policy implementation with external organizations to achieve stated objectives;
Evaluating the effectiveness of national security policies or plans; and
Proposing actions to solve problems related to foreign and domestic counterthreat policies.
GS-14: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Coordinating with others to promote regional homeland security initiatives or strategies;
Monitor current intelligence concerning United States' homeland security interest in North America to facilitate responses to security incidents overseas;
Negotiating with parties of conflicting views to advance policy objectives and;
Presenting analysis of facts to make recommendations and influence decision making.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
