The Medical Technician - Phlebotomy position serves in the Northwest Care Community Based Outpatient Clinic Lab within the Primary Care Service, Southern Arizona VA Health Care System, VISN 22 Desert Pacific Health Care Network, Veterans Health Administration (VHA), Department of Veterans (VA), Tucson, AZ.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The duties may include: Laboratory Processes and Duties: Operates, calibrates, and maintains medical instruments, equipment to ensure reliable and valid laboratory testing and resulting. Monitors and plans equipment inventory, routine equipment maintenance, and serves as a unit resource for cleaning and disinfection of non-critical, semi critical, and critical Reusable Medical Equipment (RME). Performs a wide range of clinical laboratory tests and examinations to assist in clinical diagnosis, patient screening, patient therapy, and monitoring. Extracts appropriate quantities of venipuncture or capillary blood from patients. Follows procedures to assure proper patient identification prior to doing the procedure. Instructs patients and/or other personnel in collection, processing, and transportation of specimens. Develops the local standard operating procedures, as necessary, review the quality control for their section, and bring anything unusual to the attention of their supervisor. Performs Quality Control procedures, their documentation, interpretation, and recommending or taking corrective actions, and other general laboratory duties as assigned. Adheres to safety, infection control and universal precaution at all the times while drawing blood, this includes removing tourniquet and wearing gloves. Maintains Logistical Equipment and Supplies: Orders and distributes supplies to laboratory and other Omni cells (secured inventory cabinets) in CBOC. Provides inventory management, distribution, and restocking of logistical, laboratory, and cleaning supplies required for clinic operations. Functions as liaison with Logistics leadership to update practice, process changes, and troubleshoot any issues that arise with Omni cell equipment, distribution of, and supply management. Understands and utilizes VistA, VET Link, CPRS, Lab processes, and quality control needed for information gathering. Patient Care Support: Performs complex age specific care for adult and geriatric patients with a variety of physical, mental, behavioral, or psychological needs. Obtains and records accurate vital signs (height, weight, temperature, pulse, respirations, and blood pressure). Sets-up patients for exams/procedures; explains the purpose of procedures; and insure patient understanding. Assists Provider as needed in the case of support for a procedure. Receives and works to resolve all customer complaints, referring unresolved complaints to supervisor. Clerical/Administrative Support and Coordination: Monitors and maintains records of eye wash station, refrigerator, freezer, room temperature records, other duties as directed by management. Maintains daily blood draw tallies in EXCEL spread sheet format. Maintains various records, hard-copy, and electronic files, administratively processes patient transactions, reviews records for maintenance and sequencing of forms, completeness, entries, and technical accuracy, etc. Maintains CAP accreditation. Provides general clerical/administrative support coordination work for the unit. Assists patients, visitors, and other clinical staff. Performs a variety of record keeping and miscellaneous duties. Answers incoming calls for laboratory services. Finds and relays accurate information or refers the caller to technical personnel. Work Schedule: Monday - Friday; 7:30am - 4:00pm DESIGNATED DRUG-TESTING POSITON: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Qualifications

English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English to meet the requirements of this position. and Specialized Experience GS-5: having one (1) year experience that equipped you with the knowledge skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position? To be creditable, this experience must have been equivalent to at least the GS-04 grade level in the Federal Service. Specialized Experience for positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Qualifying of specialized experience includes having knowledge of guidelines related to phlebotomy procedures related to specimen processing and handling procedures; adept understanding of phlebotomy as related to specimen procurement; comprehension of anatomy and physiology of the structures involved in blood drawing, including the use of the Vacutainer collection system, safety needles, syringes and butterfly needles, capillary puncture techniques and use of microtainers; versed in infection control, safety, disaster, exposure control, chemical, hand hygiene and infection control plans and universal precaution procedures; comprehension of collection, processing and storage requirements and procedures for laboratory specimens; and has the skill in the laboratory safety methods necessary to ensure safety of self and staff. or SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-5: Successfully completed at least four (4) years of education above high school leading to a bachelor's degree or higher with a major study or at least twenty-four (24) semester hours in subjects directly related to the position being filled. This education must have been obtained in an accredited business or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as thirty (30) semester hours, 45 quarter hours, or the equivalent in a college or university or at least twenty (20) hours of classroom instruction per week for approximately thirty-six (36) weeks in a business or technical school. (TRANSCRIPTS REQUIRED) or COMBINATION OF EDUCATION AND EXPERIENCE GS-5: having an equivalent combination of creditable education and specialized experience as described above to meet the total requirements of the GS-05 level. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies as part of the assessment questionnaire for this position: ClericalClinical Data Collection/DocumentationDiagnostic Medical TestingPatient Care IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work requires extensive and recurring physical exertion such standing for long period of time, bending, lifting, walking, stooping, and stretching. In many situations the duration of the activity (such as most of workday) contributes to the arduous nature of the job and requires above average agility and dexterity. The work requires manual dexterity and a large degree of concentration. The work requires extensive and recurring physical exertion; to include assisting patients in and out from wheelchairs or bending while drawing blood; and to lift light loads. Knowledge and competency in the use of lifting equipment and mobility devices. The work also requires lifting loads.
