The incumbent serves as a Phlebotomy Team Supervisor with responsibility for the Specimen Procurement and Processing Section and reports to the Chief Medical Technologist of the Pathology and Laboratory Medicine Service. The purpose of this position is to coordinate the activities of a team of health technicians to meet the technical requirements for specimen collections for all patients of the Southern Arizona VA Health Care System (SAVAHCS) in Tucson.
Duties
Duties include but are not limited to:
Performs blood collection using a variety of phlebotomy techniques including vacutainer systems, syringe, butterfly, and/or capillary finger sticks.
Collects blood specimens, using correct container and order of draw.
Collects urine specimens and cultures in a manner that preserves the integrity of sample.
Processes emergency specimens and routine specimens in a timely manner.
Follows proper protocol for specialty blood draws.
Evaluates the suitability of specimens.
Prepares electronic requisitions for samples to be sent to the reference laboratories.
Uses a computer to retrieve laboratory test information.
Performs computerized accessioning of patient specimens.
Identifies inpatients and outpatients for whom laboratory tests have been ordered, and prints labels for appropriate blood samples.
Provides education to patients for proper collection techniques of urine, stool, or other fluid collections.
Interacts with patients, visitors, staff, students and volunteers in a courteous, helpful, tactful, cooperative, respectful and compassionate manner.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Identifies patients and ensure proper sample procurement and specimen labeling.
Assesses patient condition before, during, and after procedures.
Observes and reports any physical or mental changes during patient blood draws.
Prepares samples for testing to include labeling, centrifugation, decanting and aliquoting, etc..
Maintains operational and quality control logs, records, and worksheets.
Communicates to employees the goals of Laboratory Service and SAVAHCS management.
Oversees training and development for staff.
Establishes performance plans, performance elements and competencies for all staff.
Develops work schedules to provide coverage for specimen collection.
Work Schedule: Monday through Friday 7:30a.m. - 4:00 p.m

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
SPECIALIZED AND/OR PREFERRED EXPERIENCE: Experience performing phlebotomy/blood draws on human patients; Possess Basic Life Support Certification
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: An in-depth knowledge of laboratory procedures and terminology for all disciplines of the laboratory sufficient to perform complex analytical testing procedures with the Chemistry, Hematology, Microbiology, Urinalysis, and Toxicology sections of the Service. Ability to use metric units of measurements and understand statistical mathematic calculations for quality control evaluation.

Education: An associate degree is required for the Medical Laboratory Technician position.

Physical Requirements: The work requires regular and recurring physical exertion with considerable walking and long 6 periods of standing. It requires frequent bending and occasional moving of heavy supplies (50 pounds or more with assistance). In some advanced analytical testing techniques, hand-eye coordination is required. The work may involve rotating shifts, such as midnight, evening, and/or weekend shifts.

Education
