You will serve as an INTERDISCIPLINARY ENGINEER/ARCHITECT the Engineer Operations Center of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.

Duties

You will create engineering project schedules to ensure on-time completion of deliverables. You will evaluate architecture and engineering construction projects to recommend and implement initiatives for improvements. You will guide staff in the development of policies, methodologies, and operating procedures for accomplishing the Program's mission to execute program initiatives. You will review cost estimates and coordinate project or program time schedules. You will negotiate with others on technical solutions to engineering problems.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: A copy must be submitted with your application to support this claim. A wall certificate without an expiration date will not suffice. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing a re-engineered approach for identifying, ordering, executing, and delivering command products and services to clients by applying new state of the art developments or experimental and innovative theories; 2) Performing effective, constructive, employee and team feedback for the purpose of improving performance; 3) Providing professional expertise to the client in the field to identify services required and to select the appropriate business line managers for engineering services; and 4) Identifying and creating business opportunities in the assigned area of responsibility. PHYSICAL DEMANDS: The work requires some physical exertion, such as walking over rough, uneven, or rocky surfaces of the type found at construction sites or other outdoor facilities which the ROPS must visit on a regular and recurring basis, or participating in intensive negotiations for extended periods of time, i.e., four hours or longer without rest periods, and occasionally late in the evening. Some agility is required in walking around or over building materials, excavation sites, and heavy equipment. Conducting intensive negotiation requires specific, but common physical characteristics and abilities such as above average resistance to fatigue. WORK ENVIRONMENT: The work may involve moderate risks or discomforts on a regular and recurring basis, which require special safety precautions, e.g., visiting working job site, or test environments where hazards are present such as machines, moving equipment, chemicals, noise, or vibrations. The employee may be required to use protective clothing or gear, such as masks, gowns, coats, boots, hardhats, steel toe shoes, goggles, gloves or shields.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
