You will serve as a Operations Research Analyst in the Office of the Assistant Secretary of the Navy (ASN), Financial Management and Comptroller (FM&C).
Duties
You will support the DON’s Visibility and Management of Operating and Support Costs (VAMOSC) program, the Operations and Support Cost Analysis Model (OSCAM) Suite and the Manpower Cost Estimating Tool for Enhanced Online Reporting (METEOR).
You will manage associated contracts and task orders where applicable.
You will Manage physical, document, and network security for Naval Cost Division, safeguarding networks and information.
You will Perform Operations and Support related analyses and develops metrics that support initiatives related to depot maintenance, sustainment, and readiness.
You will support the OSD Cost Assessment and Program Evaluation eVAMOSC initiative.
You will serve as a liaison with OSD, SYSCOMs, and other Services on Operations and Support cost policy.
You will conduct Operations and Support related studies upon request.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This a Defense Acquisition Workforce position that requires a Business Cost Estimating, Advanced acquisition certification. The incumbent has 48 months to earn this certification.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- Occasional overnight travel may be required.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialize experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting data collection and analysis, risk analysis, sensitivity analysis and Earned Value Management (EVM); preparing statistical analysis, regression analysis, econometrics, and other analytical techniques appropriate to the preparation of cost estimates and the development of cost models; preparing cost estimates and evaluating techniques used in Program Office Life-Cycle Cost Estimate (PLCCE)s in generating ships, shipboard systems, aircraft, ground systems, automated information systems, and other types of acquisition program cost estimates.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
