The incumbent serves as the primary Trainmaster, Yardmaster, designated Supervisor of Locomotive Engineers, and training coordinator for all positions falling under the jurisdiction of the Federal Railroad Administration at Steamtown National Historic Site. This position is also responsible for maintaining, developing, and monitoring all park railroad operations including mainline operations.

Duties

Use a computer for project planning, work tracking, creating documents, reporting, training, and product/material research. Develop facility projects in the Facility Management Software System (FMSS) for funding requests. Assist in the formulation and implementation of the annual budget for the locomotive shop, costs of facilities work; review reports to prioritize asset needs; coordinate and create FMSS work orders and cost estimates; implements, operate, and maintain a database. Supervises and organizes an FRA complaint preventative maintenance plan for all rolling stock including locomotives, passenger cars and associated equipment, ensures subordinates have required training applicable to AAR and FRA regulations. Plans and establish, daily, weekly, or monthly work schedules, leave and attendance reports, employee performance evaluations and establish JHA and SOP documents as part of the department's safety program. Prepares scopes of work and cost estimates and contracting officer representative duties as assigned.

Have knowledge and have applied FRA, AAR, and NORAC standards. Use a computer for project planning and work tracking; formulate and implement the annual budget for railroad operations including equipment, supplies, materials, and personnel. Follows all laws, policies, and union agreements. Work on own initiative under general supervision. SCREEN OUT: Must have a current FRA class 1 locomotive engineer license for steam and diesel locomotives with DSLE certification at time of appointment.
