The primary purpose of this position is established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential candidate; it is not a continuing position and assignment duration is limited to 36 months.

Duties

DUTY 1 Plans, organizes, and directs the activities of the branch, ensuring that the organization complies with legal and regulatory requirements and meets customer needs. DUTY 2 Represents the Center with a variety of installation and functional area organizations. DUTY 3 Serves as a Program Manager (PM) and senior program IT Specialist. DUTY 4 ???????Serves as the focal point for planning, management, and coordination of the IT lifecycle of assigned IT projects.

  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-2210: Information Technology Management Series (opm.gov) SPECIALIZED EXPERIENCE: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important agency IT policies or programs. 2. Comprehensive knowledge of interrelationships of multiple IT disciplines and specialties, the agency's IT architectures, and new IT developments and applications to include business requirements of customer organizations; systems development principles and approaches; information systems security principles and concepts; applications software design concepts and methods; network management methods; customer support principles, methods, and practices; and project management methods. 3. Expert knowledge of program management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. 4. Knowledge of Air Force and command program goals and objectives, organizational structures and the relationship of various DoD and command entities involved in overall planning; sequence and timing of key operational events; milestones; execution of military operations and evaluations; the PPBS support process; and methods of evaluating the effectiveness of planning actions related to actual events to provide command level staff guidance and/or conduct studies. 5. Knowledge of safety and security regulations, practices, and procedures. 6. Skill in applying emerging technologies and their applications to business processes and IT security concepts, standards, and methods. 7. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, contractors, and private industry. 8. Ability to analyze, plan, organize, and direct the functions and work operations or one or more organizational segments; and direct mentor, motivate, and appraise the Program Management Office staff to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
