JOB DESCRIPTION: Inspectors perform independent inspections, evaluations, and reviews of Agency policy, programs, and operations. They gather and analyze information, identify areas for improvement, draft findings and recommendations, and prepare reports and other products in accordance with Agency, NGA Office of Inspector General (OIG), Intelligence Community (IC), and Department of Defense (DoD) written guidance
Duties
ADDITIONAL INFORMATION: Individuals aligned to the Inspector, Evaluator work role serve within the OIG's Inspections & Evaluations Division. The Inspections & Evaluations Division has the responsibility for the evaluation, review, and analysis of NGA's programs and activities, including authorities, policies, procedures, and controls. The division provides independent assessment of the reliability of information, compliance with regulations and policies, management of resources, and achievement and optimization of program results.Duties include:1. Lead or support as a member of a team unbiased compliance and effectiveness inspections and evaluations; detect systemic problems, as well as individual or group deficiencies, irregularities, or violations.2. Develop inspection and evaluation plans with assessment objectives, scope, timing and guidelines.3. Analyze evidence and make observations; conduct root-cause analysis; determine corrective actions, resource and educational requirements, authority and accountability, and program optimization.4. Determine findings that address objectives and align with relevant industry standards and practices, applicable key performance indicators, and/or programmatic goals.5. Develop recommendations for improvement based on observations and applicable standards or best practices, and prepare technical presentations, reports, whitepapers, tutorials, and other materials as necessary to communicate progress and findings of projects to stakeholders and senior leadership.6. Support joint IC inspections and peer reviews as an inspection team member.OIG will leverage in-person presence, maxi-flex, ad hoc telework, and leave; as appropriate. In-Person presence is essential to community, sense of belonging, enhances communication, collaboration and coordination, as well as employee engagement. Ad hoc telework can add value to the OIG work posture when used appropriately; and is fully accountable and outcome based. Routine telework is not approved as part of the normal OIG work posture. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated ability in leading or participating in independent assessments, inspections, or evaluations to measure the effectiveness and or efficiency of a program's ability to accomplish their mission, in accordance with CIGIE or other professional standards.2. Experience in developing evaluation criteria in the absence of relevant standards and combining and organizing information into meaningful patterns in accordance with established records management principles; document results that support the agency's goals and mission with strict attention to detail.3. Demonstrated expert analytical and critical thinking skills, including the ability to think strategically, identifying needs and requirements, and developing findings and recommendations based on qualitative and quantitative data.4. Experience leading change and working with multi-disciplined teams to achieve strategic, organizational-level objectives.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Psychology, Public Administration, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in conducting applied research and analysis, documenting findings and conclusions, performing inspections, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 4 years of professional experience in conducting applied research and analysis, documenting findings and conclusions, or performing inspections, or a related area that demonstrates the ability to successfully perform the duties associated with this work.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Knowledge of the Council of the Inspectors General in Integrity and Efficiency (CIGIE) quality standards for inspection and evaluation.2. Prior experience in all source intelligence analysis or other INTs.3. Experience developing survey plans, designing survey instruments, developing survey items, and fielding surveys.4. Technical writing skills and data analysis used to support significant findings.
