Duties
If selected for this position, you will join a well-respected team that is responsible for planning, developing, and implementing policies and procedures governing recruitment, selection, placement, merit promotion, and Delegated Examining authority and special hiring programs, along with classification, position management and compensation. The incumbent will serve as an advanced trainee, working closely with the Supervisory Human Resources Specialist providing human resources management services and advice and assistance to managers, hiring officials and employees of the U.S. Attorney's Office for the District of Columbia.
Typical work assignments will include:
Performs staffing and recruitment activities for positions throughout the Office by creating vacancy announcements, both merit staffing and delegated examining, determines applicants' qualifications, develops Certificates of Eligibles and makes referrals of eligible candidates to hiring managers.
Coordinating delegated examining activities, maintains required documentation and case files in accordance with OPM, DOJ and EOUSA guidelines and requirements.
Utilizes OPM's USA Staffing system to create vacancy announcements, develop and store position assessment criteria and analysis, position descriptions, develop and store occupational questionnaires.
Collects statistical staffing data to be included in the various staffing reports, along with participating in periodic staffing audits.
Ensures that all documentation is present in staffing and recruitment files, as well as classification files.
Works closely with the senior HR Classification Specialist to assist in reviewing and developing position descriptions, preparing official coversheets, conducting desk audits, writing reports of findings, as well as preparing and writing evaluation statements.
Assists senior Classification Specialist with preparing responses to external program review findings.
Assists the HR Classification Specialist with the office-wide position maintenance review (PMR).
Works closely with the senior HR Classification Specialist in monitoring and maintaining the Master Record Number database and the Staffing Plan for non-attorney positions by working with the IT Staff and the HR Staff to ensure the internal HR database Personnel Tracking System and other related HR databases are current and accurate.
Provides advice on basic pay, premium pay and leave administration laws and regulations.
Researches, interprets, and applies laws and regulations to individual situations to complete pay setting assignments and responds to pay questions raised by supervisors, employees and applicants.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications
QUALIFICATIONS: To be found qualified at the GS-7 level you must possess one year of specialized experience equivalent to the GS-5 level in the Federal Service OR 1 full year of graduate level education or superior academic achievement. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of specialized experience are defined as experience performing human resources work which demonstrates a basic knowledge of utilizing personnel guidance, regulation manuals, and policies to prepare personnel documents, HR related correspondence and emails; using automated databases to enter and update information and generating reports to be used by managers to make recruitment, reorganization and budget decisions; writing requests for information, summary of findings; communicating with individuals to provide assistance with HR related questions and/or concerns; communicating with managers and supervisors to provide status updates for HR related assignments.

Education: one full year of graduate level education. Education at the graduate level must have be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Superior Academic Achievement: Possess a Bachelor's Degree AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society.

Combining Education and Experience: a combination of specialized experience and education which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
