About the Position: This is an Administrative Officer GS-0341-09/11 position with the USACE Little Rock District, Operations Division located in Little Rock, AR. This position will be filled at the GS-09 (target GS-11) or the GS-11. Promotion is at management discretion.
Duties
Serve as an advisor for the Division Chief and staff of a large organization.
Coordinate all aspects of the division's personnel actions with the units and the servicing civilian personnel office.
Monitor all on-going and projected personnel actions.
Complete reports, analyzes trends, monitors timeliness of processing actions.
Provide advice and assistance to managers and supervisors on complex personnel management matters.
Advise management in classifying and evaluating positions.
Liason for management/employee relations, labor relations, training and development, and employee benefits.

Specialized Experience:
For the GS-09: One year of specialized experience which includes performing performing at the following duties: 1) coordinating personnel actions between management and the human resource office; AND 2) organizing office administrative functions in support of daily operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For the GS-11: One year of specialized experience which includes performing at least 2 of the 3 following duties: 1) advising management officials on policy/regulatory changes affecting the organization; OR 2) analyzing program/management problems to determine needs for improvement; OR 3) providing administrative support to an organization, to include personnel support or position management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. For the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
For the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
