This position is that of the Chief, Facilities and Operations Branch. The Branch Chief is responsible for providing a wide variety of administrative support services to Foundation employees and for the application of rapidly advancing technologies to existing systems and services. The incumbent is also responsible for managing the activities of the Facilities Management Section and the Property and Records Section.

Duties

As a Support Services Supervisor, you will perform the following duties: Supervise Federal employees and provide oversight to overall branch operations. Responsible for managing the agency's facility, working with both building management representation and the General Services Administration to address NSF requirements, needs, and concerns. Provides recommendations and project management oversight for all space management, building renovation, construction, and repair activities. Responsible for workspace management policy development and implementation, communicating agency policies to stakeholders, and engaging with agency partners to address implementation challenges or obstacles. Responsible for agency move management to include strategic planning, coordination and communication with affected staff and Divisions, the union, service partners, and management and all activities for successful move management. Responsible for managing agency internal personal property and equipment programs, agency fleet reporting, and support to agency external property management. Coordinates with agency property management specialists and property custodians to accomplish annual inventory and reporting activities. Provides subject matter expertise and coordination activities with internal property stakeholders and external grantee/awardee community on personal property and equipment reporting and management. Provide senior leadership with normal business reports, ad-hoc report requests, and emerging trends regarding the branch functional areas. Develop metrics to assess program performance, develops other criteria to evaluate and measure effectiveness of program activities, and recommends improvements to Branch planning processes, performance, and organizational effectiveness and efficiency. Identifies developmental and training needs of employees, providing or arranging for needed development and training to find ways to improve production or increase the quality branch functional area services. Responsible for overseeing or preparing specifications and provisions for major contracts worth several million dollars over their lifetimes for branch functional areas.

Qualifications

To qualify at the GS-15 level, applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service leading a team and providing management and coordination of logistical requirements associated with space, facilities, and personal property management. Examples of specialized experience include collecting and analyzing data, evaluating program activities, interpreting procurement and budget policies, understanding of basic contract administration, and developing project plans for acquisition of resources and services related to branch operations. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
