You will serve as a PARALEGAL SPECIALIST in the Office of the Staff Judge Advocate, Navy Medicine Readiness and Training Command (NMRTC), Camp Pendleton of NMRTC CAMP PENDLETON CA.

Duties

You will perform paralegal duties independently as assigned by the Staff Judges Advocate. You will consult and coordinate with personnel regarding application of law/regulation to cases/discovery/ requests/depositions/lawsuits, etc. You will review, analyze, research request for legal opinion on healthcare issues. You will work with all staff involved with any aspect of protected health information (PHI) to ensure adherence to Privacy and HIPPA policies. You will examine and evaluate requests for medical records and information under FOIA, HIPAA, MCRA, federal criminal discovery statues, federal civil discovery statues and military justice discovery regulations.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • May be required to lift heavy items such as reports, boxes of investigations and records.
  • Incumbent will be required to visit other areas of the hospital and to carry legal documents from and to other parts of NMRTC Pendleton.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience managing JAGMAN (Judge Advocate General Manual) investigations and legal cases. - Experience supporting and overseeing military justice mission to include administrative separations and Non-Judicial Punishments. - Experience processing issues arising under FOIA (Freedom of Information Act), HIPAA (Health Insurance Portability and Accountability Act), and the Privacy Act. - Experience dealing with ethics matters under the Joint Ethics Regulations. - Experience communicating both written and orally, remaining in compliance with statutory and regulatory requirements. - Experience using legal research skills while staying within the proper guidelines and directives (for example, Department of Defense and Department of the Navy directives & the Naval Correspondence manual) Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0900/paralegal-specialist-series-0950/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
