The primary purpose of this position is to serve as the Director of Integrated Resilience Programs at an Air Force (AF) installation. serve as the Director of Integrated Resilience Programs at an Air Force (AF) installation. The incumbent develops recommended solutions in cooperation with all appropriate functional agencies.

Duties

Plan, organize, manage and oversee all activities of the resilience team in the execution of the Installation's AF and USSOCOM resilience programs. Lead Community Action Board (CAB) and Community Action Team (CAT), serving as the Executive Director of the Installation CAB and Chair of the CAT. Enhance Airmen/Family Resilience. Oversee the execution of Commando Ready Program/Center and Welcome Center operations. Exercise supervisory personnel management responsibilities.

  • Work occasionally requires travel away from the normal duty station. Individual may be required to wok extended hours, overtime, holidays, rotating shifts, and weekends.

  • The employee is required to obtain and maintain a secret security clearance.
  • TRAVEL and RELOCATION EXPENSES WILL NOT BE PAID.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge of behavioral, social, and economic factors affecting military/civilian workforce and their families. (2) Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of programs and related support resources in the area of installation resiliency as well as the major issues, program goals and objectives, work processes and administrative operations of the installation resilience programs; and (3) Knowledge of resource and financial management to plan, obtain, present, and defend funding, respond to emergency needs and track obligations to ensure they are being properly managed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Special Operations culture, military family dynamics, related professional fields, and a thorough knowledge of the SOF community and the unique challenges that SOF families face; knowledge of behavioral, social, and economic factors affecting AF military/civilian workforce and their families; or equivalent knowledge. 2. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of programs and related support resources in the area of installation resiliency as well as the major issues, program goals and objectives, work processes and administrative operations of the installation resilience programs. 3. Ability to understand social services delivery systems as well as concepts, principles, theories, and practices of social or behavioral science. Ability to serve as a consultant and expert to a multidisciplinary team in the areas of installation Resilience Programs, Family/Community Support, CAF/Resilience Training POTFF, MFLC and other USSOCOM program execution. 4. Ability to analyze, plan, organize, and direct the work of subordinates to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the subordinate program managers. Ability to effectively lead and chair committees, working groups, and teams. 5. Knowledge of resource and financial management to plan, obtain, present, and defend AF and SOCOM funding, respond to emergency needs and track obligations to ensure they are being properly managed. Knowledge to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers, or reports suitable for top management use and decision making. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
