THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), Position Description Number T5302P01 and is part of the IL 126, National Guard.

Duties

As a AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), GS--0301-11, you will serve as the family readiness and support services representative at an ANG Wing and coordinate concurrently with the Force Support Squadron Commander/Human Resources Officer (Director of Personnel (DP)) at each wing, Joint Force Headquarters - State (JFHQ-ST) Family Program Director, NGB Family Programs Office, and US Air Force/Major Command (MAJCOM) Family Readiness Directors. Manage the coordination and accomplishment of the planning, scope, development, design and direction of the family readiness and support programs. Analyze current Family program support for Wing Families and determines where there are gaps in service or support. Conduct projects and studies using a variety of analytical techniques in order to document needs and concerns in regard to family readiness and well-being. Identify service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources. Assess customer interactions and documents all service-related customer and community activities in AFFIRST. Use formal and informal needs assessment to ensure long term proactive/reactive programs are available. Analyze ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication, or conflict and to ensure effective goals and objectives are accomplished. Develop plans for an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems - AFFIRST, etc. Analyze Wing/GSU family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Provide advice and assistance to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization. Provide full services during full or partial federal or state mobilizations, call-ups, and/or military support missions. Major Duties - This is NOT an all-inclusive list

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE: To qualify for this position, your resume must reflect sufficient experience and/or education to perform the duties of the position for which you are applying. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. SPECIALIZED EXPERIENCE: MUST possess at least one year of specialized experience equivalent to at least the next lower grade, GS-9, in the Federal service in the normal line of progression for the occupation Airman & Family Readiness Specialist in the organization. Examples of specialized experience would typically include, but are not limited to manage, control and execute programs such as Personal and Family Life Education services, Airman and Family Readiness Deployment Support, Personal Financial Readiness services, Employment Assistance, Military Child / Youth Program and Education, Transition Assistance Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Education

If you are using Education to qualify for this position, applicants may also qualify on the basis of education as follows: To qualify based on education for the GS-11 level, you must have successfully completed a doctoral or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your official transcripts.)

OR

Combination of Specialized Experience and Education: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.)
