The Office of the Secretary and General Counsel at the National Gallery of Art is seeking an Assistant General Counsel to provide legal advice and services on a variety of legal questions and matters in support of the Gallery’s mission to serve the nation by welcoming all people to explore and experience art, creativity, and our shared humanity.

Duties

The Assistant General Counsel is involved in the drafting and negotiation of National Gallery contracts generally focusing on independent contractors and independent projects for the Education Department (including software production agreements and agreements with lecturers and performers), the Editor’s Office (including book, production and distribution agreements and agreements with authors), the Conservation Department (including agreements with conservators and software developers); the Center for the Study of the Visual Arts, (including agreements with visiting professors, fellows, contributing authors, and lecturers), and various other departments to enable the Gallery to carry out its programmatic and educational functions. The Assistant General Counsel has responsibility for reviewing immigration matters and overseeing the Gallery’s procurement of visas for foreign scholars; as well as researching matters relating to copyright and other intellectual property rights, taxation, wills and estates, commercial and residential leases, and other fields of law. The Assistant General Counsel also assists in review and drafting of internal Gallery policies.

Education Requirements: Position requires the possession of a professional law degree (LL.B. or J.D.) Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Thus, an applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. As noted below, proof of such membership and good standing must be submitted with your application materials. Experience: GS 13 Attorneys performing duties at the GS-13 or equivalent-level positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. Thus, the applicant must have 2 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. GS 14 Attorneys performing duties at the GS-14 or equivalent-level positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. Thus, the applicant must have 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
