Duties
You will respond to an employee report of unsafe or unhealthful working conditions by reviewing the site for hazards and gathering details.
You will analyze mishap trends to develop corrective action recommendations.
You will enforce safety and occupational health standards according to federal Occupational and Safety Health (OSHA), Department of Defense (DoD), and other installation policy and directives.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain
the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to
travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes
continuously for the duration of the work shift.
- You will be required to obtain and maintain a current valid United States drivers license.
- The incumbent must be able to successfully complete training courses as delineated in OPNAVINST 5100.23 series and the NAVFAC Safety
Community Management Plan.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal
service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS 12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Providing assessments/evaluations of safety and occupational health to Public Works Department (PWD) supervision; 2) Assessing all confined space entry operations ensuing PWD employees have adhered to any precautionary action listed on the entry permit; 3) Performing routing evaluation of chemical safety in the PWD to ensure compliance with the Chemical Hazard Communication requirements found in NAVOSH; 4) Conducting inspections to uncover unsafe or unhealthful conditions and practices throughout customer job sites; 5) Investigating employee complaints of unsafe/unhealthful working conditions; and 6) Providing review of safety information for Source Selections Boards and ensures boards review proper contractor safety information.
GS 11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing mishap, reports of hazardous or unsafe conditions, etc. and prepares reports; 2) Monitoring abatement of hazardous conditions/situation and keeping Safety and Health Director informed of progress; 3) Assessing the effectiveness of safety programs by collecting, reviewing and analyzing mishap and illness date to assess environment conditions which may affect the safety of personnel; 4) Assisting in monitoring the effectiveness of safety program efforts and provides recommendations; and 5) Promoting safety awareness through such safety education activities as publicizing program requirements and safety standards.

Education
Applicants that do not meet the specialized experience at the GS-11 level as described above may qualify with education or a combination of experience and education, as follows:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Successful completion of an LL.M., if related.
OR
A combination of experience and education as described above that equates to one year of experience.
