About the Position: Incumbent is held responsible for developing, monitoring, and coordinating policy and procedures for the Army transition program, the Transition Assistance Program (TAP). Serves as the technical authority within the Army for transitioning programs policy formulation and interpretation.
Duties
Develops/prescribes DA policies, procedural guidance, and responsibilities for the transition of all Army active reserve, and guard personnel called to active duty.
Collaborates and recommends information systems designs to obtain the required data.
Reviews, analyzes, and responds to all special inquiries from the White House, Congress, DOD, DA, and other agencies regarding assigned programs and issues.
Provides technical assistance in policy interpretations, program funding issues, training workshops, while performing on-site visits, and in telephonic exchanges with field/ACOM and high level Army DOD echelons.
Interprets data and prepares narrative/oral briefings, fact sheets, information papers, graphs and charts to provide the basis for management decisions and program justifications for DA, DOD, and Congress.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent may be required to perform occasional Temporary Duty Travel (TDY).
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience:
Specialized experience is defined as one year of experience equivalent to the GS-12 grade level in the Federal service which includes work that involves: Recommending Army Policy and standardized guidelines for TAP, Transition/Job Assistance. Ensuring that the program conforms to all applicable Federal regulations, Congressional legislation, and with the most current theories and standards relevant to transition/job assistance service. Monitoring trends and/or changes in related policies, program objectives, and procedures of Congress, DOD, Department of Labor (DOL), Department of the Army (DA), Small Business Administration (SBA), and other Federal agencies. Developing/prescribing DA policies, procedural guidance, and responsibilities for the transition of all Army active reserve, and guard personnel called to active duty. Evaluating Army-wide program implementation, identifying actual or potential problem areas and recommending corrective action and changes to establish program objectives.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
