Duties
This Accountant position is located in the Accounting Branch of the Financial Management Division (FMD) within the Chief Finance Office (CFO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Coordinates and oversees complex accounting analysis and reconciliations, prepares and assists journeymen level accountants with reconciliations, journal vouchers, and other related general ledger entries for the monthly reporting to the Department of the Treasury (Treasury) and DHS.
Provides guidance and training to TSA internal stakeholders as required for various accounting related activities.
Conducts and documents periodic management control reviews per audit policies for the annual internal and external financial audit.
Identifies, researches, evaluates and recommends modifications or improvements to financial/accounting procedures, policies, and financial systems that can be identified as more efficient and accurate for processing recorded transactions.
Oversees the clearing of daily suspense items, revenue analysis and reconciliations for monthly and quarterly reports per DHS, Treasury, and other policy standards and assists junior staff to ensure accurate reporting to Treasury.
Qualifications
In addition to the Basic Education Requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialist experience is defined as:
Experience applying accounting laws, regulations and policies related to financial reporting preparation and auditing; AND
Experience reconciling various transactions (i.e., revenue fees, suspense, allowance for doubtful accounts) within an accounting system and/or subsystems; AND
Independently manages key operational accounting activities (i.e., training less experienced staff, recommending corrective actions, developing/reviewing financial policies and guidelines).
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Education
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
A. Education: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combining Education and Experience: Combinations of successfully completed education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A: Provided that the applicant has successfully worked at the full-performance level in accounting, auditing, or a Related field, e.g., valuation engineering or financial institution examining; A panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
