This position is located at the Jesse Brown VA Medical Facility. The position of the Assistant Chief Prosthetic Representative is to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disabled patients. Assistant Chiefs share with the Chief full responsibility for managing and supervising all phases of prosthetic operations.
Duties
The incumbent functions as the Chief of Service in the Chief's absence. They develop and maintain a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. They contribute to the effective utilization of resources, budgetary allocation and fiscal management. The incumbent makes selections; assigns personnel; and provides direction to subordinate staff. They manage the training and evaluation of staff and develop local organizational policies and procedures. They serve as liaison between Prosthetic Service and other departments.
- Develop local organizational policies and procedures consistent with national policies and procedures.
- Authorize and prepare purchase orders.
- Develop Statement of Work for various types of contracts.
- Serves as Contracting Officer Technical Representative (COR) for the facility's Prosthetic contracts.
- Establish long and short term program goals.
- Coordinates, oversees and evaluates the facility Home Respiratory Care Program.
- Works closely with patients and/or caregivers, Pulmonary Medicine clinicians, Hospital Based Primary Care staff and VISN contracted vendors and equipment manufacturers in administering a uniform program in compliance with all required procedures, policies and standards established by the Department of Veterans Affairs, VISN 12 and TJC.
- Conducts home visits to validate vendor compliance to the contract as a regular part of the VISN's QM/PI Program.
- Conducts inspections of the contracted vendor's establishment.
- Receive, analyze and process requests for prosthetic equipment and services.- Identify and select national CMS/ Health Care Procedural Coding System (HCPCS) codes are entered for every item purchased through and/or billed to ensure proper reporting.
- Responds to a variety of correspondence i.e. Congressional.
- Chairperson in local facility committees, workgroups, teams.
- Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other health care workers.
- Adjusts work load and develops performance measures.
- Plan, develop and prepare budget estimates.
- Serves as technical advisor and subject matter expert.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team OR
Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree OR
Experience/Education Combination: Equivalent combinations of experience and education are qualifying.
Grade Determinations: In addition to the basic requirements above, you must meet the grade determinations below.
Experience GS 12: Must possess at least one full year of experience as a Prosthetic Representative equivalent to the next lower level (GS- 11) in the federal service that demonstrates possession of the knowledge, skills and abilities needed to provide Assistant Chief Prosthetic Representative services. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions.
2. Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service.
3. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
4. Knowledge of compliance and regulatory accrediting organizations.
5. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget.

The full performance level of this vacancy is GS- 12.
Physical Requirements: Work is sedentary and is carried out in an office setting. There exists prolonged periods of working at a computer terminal. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking and retrieval of equipment in storage areas may be necessary. Incumbent may carry/lift items weighing up to fifty (50) pounds.
