This position is located within the Prosthetic and Sensory Aides Service (PSAS) at the Jesse Brown VA Medical Center and serves as a Prosthetic Representative (Service Chief) for the PSAS program.

The Prosthetic Representative (Service Chief) manages and supervises the full range of all phases of prosthetic operations, including supervising staff.
This position serves as an expert advisor administering, analyzing, evaluating, planning, developing, and work concerned with prosthetic and sensory aids services to disabled patients throughout the VA. Duties include:
-Plans, develops, and directs a Prosthetic and Sensory Aids Program at the national, VISN or local level and performs technical, administrative, and analytical prosthetic related assignments for the PSAS.
-Advises the VA Central Office for the development of PSAS policies and manages and provides national-level oversight to a VISN or facility PSAS program to achieve VHA's overall mission goals.
-Leads projects and project teams on activities related to PSAS; completes a variety of non-supervisory ad hoc projects and assignments; manages a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
-Manages and supervises all aspects of prosthetic operations, for program management, education, and human resources management including recruitment and hiring.
-Supervises the highest level PSAS professional positions at the facility with responsibility for the professional practice of facility PSAS staff.
-Participates in the department in public relations activities, i.e., lectures, town halls, and in-services.
-Interprets prescriptions of clinicians to make certain that proper prosthetic devices are selected for, or by, the patients; authorizes the purchase, fabrication, or repair of prosthetic devices.
-Analyzes data and makes recommendations to optimize quality, efficiency, performance, and productivity within the service.-Develops cost-containment measures for prosthetic equipment and services.
-Oversees the staff completion of contracting requirements, procurement, and inventory management assignments.
-Responds to a variety of policy and correspondence inquires related to contractors, congressional inquiries, Home Oxygen program issues, new local land national guidelines implementation, and develops tools that allow monitoring of a quality assurance program.

Qualifications

Basic Requirements:

English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Must meet one of the following - Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for work processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: At least one (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition, candidates must demonstrate the following knowledge, skills, and abilities (KSAs):
1. Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters.
2. Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient.
3. Skill and ability to effectively advise senior management officials.
4. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
5. Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions.
6. Ability to establish and monitor productivity standards and production and performance priorities.
