Duties
Analyze and evaluate processes and guidelines to recommend financial decisions pertaining to procurement actions.
Establish a system to review, analyze, and evaluate program procurement options relative to budgetary constraints.
Provide program support by collecting and analyzing financial data and preparing reports and evaluations for management. Assist with audits and inventory reports to apply corrective actions as necessary.
Monitor Working Capital Funds relative to seed procurement contracting mechanisms, labor costs, and overhead expenditures and coordinates budget with the National Operations Center and managers.
Develop and foster relationships within the agency to properly administer policy and regulations within the program.
Provide a high level of customer service to National Seed Warehouse System customers and seed industry representatives.

Qualifications

Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: assist in the management, planning, and/or execution of a budget to support a work program; assist in the coordination of procurement and/or contracting actions; collaborate with a team of subordinate staff and/or peers in achieving a work product; use of property tracking systems.

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
