Administrative Officer for the Blind Rehabilitation Service in West Palm Beach VA Health Care System and supported catchment area. The position has administrative responsibility, accountability, and oversight for the Blind Rehabilitation programs and activities across the full jurisdiction of the health care system. The Administrative Officer coordinates and implements all the administrative activities of the service. The position reports directly to the Blind Rehabilitation Service Chief.
Duties
Demonstrates knowledge in leadership skills in managing administrative and clinical
operations.
Experienced in monitoring clinical operations workload, demand, wait times, capacity, and
productivity
Experienced in obtaining/extracting a wide variety of data from VHA and other databases for
analysis and reporting to leadership for executable courses of action.
Responsible for the completion and performing as the primary Timekeeper for the timely and
efficient completion of time cards for the service.
Responsible for the completion and performing as the primary Purchase card holder for the
timely and efficient completion of purchase card for procurement of services/goods for the
service.
Experienced as principal management team member in assessment of current operations and
in the development of new processes, programs and policies.
Plans studies, prepares program and organizational strategies for identifying opportunities to
improves access and efficiency in clinical programs.
Responsible for final analysis, recommends controversial actions to remedy critical
problems/gaps associated with performance enhancement.
Work Schedule: MONDAY through FRIDAY, 7:30AM-4:00PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Coordinating and monitoring the functions of administrative services within an office.
Preparing letters, reports and presentations.
Managing budget activities.
Assisting with contracting functions and managing procurement.
Assisting with human resources functions to include recruitment, position classification, performance, training, etc.
Provides support to clinical services by helping their departments learn and understand how to effectively use software.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related,
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate education..

Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
