The Associate Chief of Staff of Education (ACOS-E) is an Executive Career Field position established within the Office of the Chief of Staff. The principal duty of the ACOS-E is the development and implementation of plans, direction evaluation, management, and coordination of the facility education program for Tomah VA Medical Center (VAMC) trainees. This position effort is divided 30% educational/leadership responsibilities and 70% clinical practice in the specialty field of the candidate.

Duties

Duties include but are not limited to: The incumbent is responsible for the development and implementation of plans, direction evaluation, management, and coordination of the facility education program for Tomah VA Medical Center (VAMC) trainees. The incumbent must develop and maintain core education and training programs that address hospital-wide goals of superb customer service, managing and leading change, and provision of high quality, cost-effective health care. Develops goals and objectives that integrate organization and Service objectives. Plans and schedules work in a manner that promotes a smooth flow and even distribution of duties. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and acts to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of (functional area) administrative issues. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, and functions. Identifies requirements and initiates requests for additional resources including personnel, equipment, supplies, and space to ensure success in meeting educational goals and objectives. Provides advice to the Chief of Staff relating to any significant issues or problems related to the educational mission. Establishes metrics and analysis systems to evaluate program activities. Ensures that actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive reports with any corrective actions taken to supervisor. Follows through to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. The incumbent must have strong leadership and interpersonal skills, be a team player, and be attentive to detail. The incumbent will report directly to the Chief of Staff. This position effort is divided 30% educational/leadership responsibilities and 70% clinical practice in the specialty field of the candidate. Other duties as assigned. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) OR Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination(FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. AND Perform Assignment of Associate Service Chief. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. AND Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 and 3 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. *6. Ability to plan, organize and direct the functions of the pharmacy staff Preferred Experience: Previous educational administration experience Leadership experience Advanced educational degree or certification Academic appointment at an affiliate university/college Experience in publishing scholarly works References: VA HANDBOOK 5005/55 JUNE 7, 2012 PART II APPENDIX G15 The full performance level of this vacancy is GS-14. Physical Requirements: The work is mostly sedentary and requires some standing, bending and carrying light items. The incumbent must have the ability to stand and walk for prolonged periods of time to interact with the patients and other services.
