The position is located in the Youth Programs Division, Deputy Assistant Secretary for Professional and Cultural Exchanges, Bureau of Educational and Cultural Affairs (ECA/PE/C/PY). ECA/PE/C manages professional, youth, sports, and cultural programs through grants and cooperative agreements to American experts and non-profit American institutions, including community organizations, professional associations, and universities.
Duties
Develops and conceptualizes participant monitoring plans for youth exchange programs.
Devises and manages the caseload of participant monitoring activities including conducting site visits with exchange participants and resolving participant support issues.
Maintains regular contact with grantee organizations through written correspondence, email, and telephone.
Ensures the on-program health, safety, and welfare of the program participants, the majority of whom are minors, is DOS's highest priority interest.
Represents the organization in meetings and events involving exchange program participants.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Qualifications
GRADE 12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience monitoring high-school foreign exchange participants to ensure their health, safety and welfare.
Experience working with non-profit exchange organizations to resolve on-program support issues with foreign high-school exchange students.
Experience in investigating and analyzing complex situations, including interviewing concerned parties, summarizing and reporting critical information, recommending a course of action, and/or proposing and carrying out interventions.
There is no substitute of education for specialized experience for the GS-12 position.
GRADE 13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in investigating and analyzing complex situations, including interviewing concerned parties, summarizing and reporting critical information, recommending a course of action, and/or proposing and carrying out interventions.
Experience researching , developing and presenting statistics, data, anecdotes and other information on participant health, safety and welfare developed from monitoring activities.
Experience monitoring high-school foreign exchange participants to ensure their health, safety and welfare.
Experience working with non-profit exchange organizations to resolve on-program support issues with foreign high-school exchange students.
There is no substitute of education for specialized experience for the GS-13 position.
