This vacancy is for an INFORMATION TECHNOLOGY SPECIALIST (APPSW) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Provide operational guidance, system design/integration oversight, and software programming for the 2020 Sample Redesign project. Plan, direct and develop IT systems and software programs. Plan and monitor the testing, processing and maintenance of IT systems and software programs. Review and recommend action(s) on all change requests to IT systems and software programs.

Qualifications

For permanent Census employees, this is a competitive temporary promotion opportunity not to exceed (NTE) 1 year or 12/31/2025, whichever comes first; this temporary promotion may be extended or terminated earlier. At the conclusion of the temporary promotion, the permanent Census employees will return to their position of record. For all other Department of Commerce (DOC) employees, this is a competitive term appointment opportunity not to exceed (NTE) 2 years. This appointment may be extended for 2 additional years at management's discretion. IT related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Possessing detailed knowledge of IT systems/programs used in the Sample Redesign project. Developing software applications using common programming languages and office coding standards. Planning and implementing system design and integration and various testing operations for assigned software and ensures coordination of those activities with other programs within the organization. Advising on impact of changes to specifications and/or existing IT systems/software and planning how to implement such changes. Education: Education cannot be substituted at this grade level Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
