The position serves as a Transportation Assistant in the US Department of Agriculture, Animal and Plant Health Inspection Service, Field Operations, Logistics Center Warehouse, determining the classification of freight, the legal and most economical rates and efficient routes for the domestic and foreign movement of freight of a wide variety of veterinary supplies, vaccine, equipment and materials. Additionally, the role involves arranging emergency transportation via ground and air charter.

Duties

The duties may include, but are not limited to: Determines the most efficient and economical mode of transportation and number of transportation units necessary to the movement of cargo freight. Advises and assists the warehouse staff concerning all transportation matters with emphasis on utilization of dispatched carriers, correct interpretation and application of policies and regulations. Ensures compliance with safety requirements governing movement of hazardous, over-sized, or over-weight shipments, proper billing and documentation procedures, and handling of loss and damaged claims. Reviews and analyzes the size or weight of items in shipments to determine whether or not particular handling, packing, loading, or carrier equipment is required. Coordinates with other commercial transportation agencies and storage activities to determine the availability of required transportation services and their capabilities. Maintains control and accountability of government bills of lading, and bills of accessorial charges. Assist warehouse personnel with the loading and securing of freight as required.

• Duties require standing, stooping, bending, kneeling, climbing and lifting weights up to 40 pounds. Heavier items will be moved with the assistance of equipment or other workers.
• May operate equipment to include a variety of forklifts. (Certification will be provided.)
• Must be able to complete Hazardous Materials (HAZMAT) certification training.
• Work is normally performed in warehouse environment which may be drafty, damp, or overheated.
• May be exposed to temperature sensitive, hazardous, or oversized materials. Safety shoes, protective eyeglasses, gloves, or ear devices are required.
• Fork Lift certification preferred but not required; training and certification will be provided.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 grade level) that demonstrates: Locating and applying regulations and directives for the shipment and transportation of goods, including federal regulations, agency/company directives, and individual carrier policies Completing, reviewing, and correcting transportation documents such as manifests, bills of lading, and declarations for dangerous goods Working with material safety data sheets for volatile and hazardous substances to ensure that safety requirements and procedures are followed Completing tasks on an expedited timeline in cases of delayed receipt, emergency response, or other unforeseen occurrences Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
