The incumbent is aligned under the Office of the Chief, Health Administration Service (HAS) and provides high-level administrative support to HAS towards the efficient functioning of all programs and services under the purview of the Service. The Administrative Officer assists the Chief and Assistant Chief of HAS by collecting, analyzing, and displaying information/data in a format ready for decision making. Conducts projects and coordinates activities and initiates projects independently.
Duties

Detail/Temporary Promotion NTE 120 days (with a possible extension).
Recommends to the Chief and Assistant Chief of HAS, administrative methods, and procedures for inclusion in Service and medical center policy.
Consults with management at all levels when reviewing or analyzing operations interrelated with other services.
Assists, coordinates, creates and/or advises in the development of new programs and policies. This includes responsibility for identifying problems with existing programs or policies, suggesting new programs or policies, and implementing those suggestions as assigned.
Acts as the Service Level Advocate and coordinator for Congressional, VA Central Office, personal inquiries, etc. and ensures thorough investigation and resolution of each inquiry.
Schedules performance improvement meetings for the Service, distributes agenda and drafts minutes for approval.
Maintains spreadsheets on all performance improvement activities to include performance measures, process action teams, and customer (internal and external) service surveys.
Serves as a Human Resources advisor for the Service, advising and making recommendations on matters of
personnel utilization.
The incumbent is responsible for resource surveillance, evaluation, and planning to ensure efficient utilization of manpower, equipment and space based on constantly changing program demands and makes recommendations to HAS leadership for decision-making.
Formulates and directs training orientation and training of employees to ensure adequately trained staff.
Serves as Logistics advisor for the Service, advising and making recommendations on matters concerning procurement of equipment, supplies and services as well as inventory control for the Service.
Serves as a Contracting Officer Representative for one or more contracts and is intimately involved in the management of the Service budget.
Works closely with Fiscal Management Service regarding budget spending rates, fund requests and proactively prepares the annual budget(s) for HAS leadership approval.
Serves as backup timekeeper for the service.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: skill in analyzing and evaluating a variety of administrative programs to provide mangers and supervisor with insight and direction necessary to improve programs; skill in preparing and articulating findings and recommendations in written reports and presenting oral briefings to assist in keeping supervisors cognizant of program status within their organization; knowledge of Fiscal and Human Resources administration policies and procedures (e.g., budget, staffing plans, labor mapping, workload, time card management, travel rules and regulations, and equipment inventory); knowledge of management principles, organizational theory, and standardized administrative practices, to conduct studies, validate staffing requirements and evaluate organizational effectiveness and compliance with accepted administrative practices. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR,

Physical Requirements: Work is primarily sedentary, although some slight physical effort may he required. Manual dexterity is required in operation of a CPU keyboard, calculator and/or other office machines. This position necessitates a mobility factor involving observation or problem solving, physically visiting numerous on-site locations or services, as well as offsite locations to facilitate access and delivery of Veterans' healthcare benefits. Incumbent may carry and lift light items weighing less than 15 pounds.
