This position is in the Environmental Management Service (EMS), West Texas VA Health care System (WTVAHCS). The purpose of this position is direct and perform all administrative functions that include budget, finance, procurement of equipment and supplies, management of Quarters, office support services, document control, logistics, and a variety of related administrative matters in EMS including the ADPAC for the service.

Administrative Management
Independently develops and implements solutions to the complex issues that arise between various departments throughout the Medical Center and with external customers. Assignments involve all asepcts of EMS and often extend to other Medical Center programs and priorities.
Drafts correspondence, recommendations, reports, and memoranda related to the management and administrative programs and issues. Prepares, recommends, and implements both short-and-long-range plans and programs for the efficient operations of all administrative functions. Is trained in the process improvement and is a key facilitator for performance improvement activities.
Automated Data and processing Applications Coordinator
Identifies problems and provides management with solutions to correct ADP problems and prevent potentional ones. Resonsible for gathering, compilation, preparation, and submission of the annual ADP equipment needs to OIT&T as well as quarterly user access aduits to the information security. Reviews the critical path needed to provide emergency level operations within and outside the service. Provide initial training and front-line troubleshooting for the various educational and computer related needs of all EMS employees.
General Administration and Management Work
Responsible for the personal management functions including: recruitment packages, classification, staffing, employee relations, the performance appraisal process, employee awards, training, EEO programs, workman's compensation, and performing necessary research related to human resources management issues. Assists mangers and staff in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions.
Budget Guidance and Administration
Performs routine and recurring budget administration duties which facilitate the conduct of more complex and detailed review and analysis functions. Gathers, extracts, reviews, verifies, and consoldidates a varitety of narrative information and statistical data needed in the formulation and presentation of budget requests. Crosschecks the accuracy of budget and program data in related budgetary forms, schedules, and reports.
Prepares premilinary budget estimates and reviews justifications for a few relatively stable programs and/or program support activities. Prepares summaries of narrative, quantitative, and statistical data in budget transactions, schedules and reports.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-7 Specialized Experience:: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes previous business trends and recommends process improvement to the service, gathers and interprets information for management briefings, prepares reports, documents findings, and develops recommendations as well as implement an effective process for management reports, property management, quality control reports, survey management, and budget formulation. OR,
Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education (such education must demonstrate the knowledge, skills, and abilities necessary to do the work) or superior academic achievement (Transcripts Required). S.A.A. is based on:
class standing: applicants must be in the upper third f the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.,
grade-point average: a-3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b-3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or
honor society membership as outlined by the Association of College Honor Societies. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education above a bachelor's degree. (Transcripts Required)
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: general knowledge of a full range of functional areas such as human resources, procurement management, budget, records management, ADPAC, and related administrative areas in order to ensure compliance with established guidelines. Ability to apply analytical and evaluate techniques to the identification, consideration, and resolution of issues of problems of a procedural or factual nature, and ability to communicate orally and in writing across various media with a variety of individuals to obtain information, to write polices, reports, and memes, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 18 semester hours of graduate level education. (TRANSCRIPT REQUIRED)
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
