You will serve as a Supervisory Instructional Systems Specialist of SURFCOMSYSTRNCMD SAN DIEGO.

Duties

You will draft and review instructional materials for revisions to existing course manuals and media. You will plan and guide the analysis, design, development, implementation, evaluation, maintenance and improvement of training courses for use. You will present alternate courses of action when initial proposals do not represent the best use of resources. You will function as an advisor for input and review of curriculum materials. You will maintain a course audit trail of all courses for record keeping purposes.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizes the principles, practices, and methods of education and training program planning, development, administration, and coordination; 2) Oversees instructional design principles and methods sufficient to independently plan, coordinate, and design instruction for extremely complex, innovative, or experimental training programs; 3) Utilizes new and emerging technologies as they relate to training and skills to determine the best and most efficient fit for training delivery; 4) Applies new technologies to decrease training costs, decrease reliance on classroom instruction, and produce more competent technicians and operators; 5) Performs analysis of occupational data to revise existing instructional systems or develop new training programs for a specialty area or course family using occupational analysis methods and techniques; and 6) Develops statements of work to support curriculum development efforts. I have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
