You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the SURFACE COMBAT SYSTEMS TRAINING COMMAND (SCSTC).
Duties
You will assist with the planning, coordination and implementation of the curricula content review and modernized delivery projects in support of the Center for Surface Combat Systems [CSCS] Ready, Relevant Learning (RRL) training program.
You will validate and input project Plan of Action and Milestones data detailing timelines by rating for review of learning objectives, job duty analyses, billet requirement data and curricula.
You will review and track Statements of Work and delivery schedules for content reengineering contracts, review products delivered under contract and coordinate corrective action, when required for final validation.
You will review and recommend viable solutions for improvement to Naval Education and Training Command [NETC] policies and business processes to incorporate RRL curricula strategies and lessons learned
Requirements

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing, developing and reengineering Surface Combat Systems curriculum for incorporation into formal training; 2) Interpreting Naval Ready, Relevant Learning (RRL) program process requirements to provide military training; 3) Applying learning theory and instructional technology to determine delivery methods and measure efficiency of Surface Combat System training programs and processes; and 4) Reviewing military occupations, job assignments, and career paths to ensure training program alignment with manpower requirements, procedures and systems (e.g., Total Force Manpower Management System (TFMMS)).

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position.
Course work must include study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
