About the Position: The AK District is seeking to fill a Workforce Management Specialist position. An ideal candidate will have strong experience advising management on recruitment strategies (to include Direct Hire, Expedited Hire, Pathways, Schedule A, Delegated Examining, Veterans, Merit), recruitment sources, and special programs. Knowledgeable in guidelines, including laws and executive orders; OPM, DoD, and DA regulations and policies governing human resource programs; and local guides.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 grade level. At the full performance, GS-11, the incumbent will: Serves as principal functional and technical expert for workforce-management activities for Alaska District Corps of Engineers. Works closely with the CPAC in implementing District personnel and position actions and assures adequate justification is provided. Manages the DA Intern Program. Coordinates with DA and identifies management requirements and strategies for recruitment initiatives. Coordinates and administers the District’s recruitment program. Monitors personnel actions for the District and serves as liaison with the CPAC, CPPC and POD to resolve issues and problems relating to District personnel actions. Provides in-out processing to employees and provides necessary documents to employee and supervisor.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes applying federal civilian human resource guidelines, policies, standard operating procedures and regulations; providing program guidance and assistance on a variety of federal civilian personnel programs; and screening records or documents for completeness, accuracy and regulatory compliance and coordinating corrections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPersonnel and Human ResourcesTechnical Competence Time in Grade Requirement GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
